WINSLOW — Political newcomer Ben Twitchell narrowly beat longtime incumbent Paul Manson, 393-360, for a three-year seat representing District 2 on the Town Council.

Twitchell, a self-described conservative independent who has never held an elected position, said an ordinance to restrict the use of fireworks would unfairly target responsible users and the town’s lone fireworks store.

Voters also approved two charter amendments regarding the makeup of the school committee. By a vote of 3,602 to 445, the school committee must now contain one member from each of the town’s five voting districts, plus two at-large members, to be chosen by voters of those districts. Committee members must also be residents of those districts, by a vote of 3,606 to 433.
