A charter is like a local constitution that governs the way the city operates. The commission is charged with determining whether any changes should be made to it.
Lyford is a former charter commission member who works as resource development coordinator for United Way of Mid-Maine Inc.
Lachowicz is a student studying social work and is the husband of Sen. Colleen Lachowicz, D-Waterville.
The 10-member commission met for the first time Wednesday. In addition to choosing Lyford and Lachowicz to lead the panel, the commission elected Alicia Barnes secretary, according to City Clerk Patti Dubois, who swore in the members. Barnes is a member of the city's Planning Board.
The commission also scheduled a public hearing for 6 p.m. Jan. 3 in the council chambers at The Center, according to Dubois. The next regular commission meeting is scheduled for 5 p.m. Jan. 22 in the chambers, she said.
The commission includes seven members who were elected Nov. 6 and three who were appointed by the City Council.
Those elected to the commission Nov. 6 were Bernard Huebner, Ward 1; Lachowicz, Ward 2; Rosemary Winslow, a city councilor who represents Ward 3; Barnes, of Ward 4; former City Councilor and Board of Education member Donald N. Dufour, Ward 5; Peter Madigan, Ward 6; and Jacqueline Dupont, also a Planning Board member, Ward 7.
The council appointed Lyford, former Councilor Roland Hallee and Cathy Taylor, a member of the Police Station Study Committee.
