WATERVILLE — Police arrested four people and seized a variety of drugs and firearms Friday afternoon at a School Street apartment in connection with an eight-week drug-trafficking investigation.

The arrests took place after police executed a search warrant at 13 School St., Apartment 5, according to Waterville Deputy Chief of Police Charles Rumsey.

The apartment is several houses away from the Albert S. Hall School, a fourth- and fifth-grade elementary school.

The arrested suspects are Ryan Schall, 20, of 6 Bellevue St., Apartment 2, Winslow; Jill Longstaff, 36, of 253 Augusta Road, Winslow; Havier Olmo, 29, of in Brooklyn, N.Y.; and Nicole Gormley, 20, of 4 Main Place, Apartment 1, Waterville.

Twice after her arrest, Longstaff suffered seizures that prompted her to be taken to MaineGeneral Medical Center for treatment, police said.

Police arrested Olmo first after seeing him walking on School Street. Old Orchard Beach police already had issued an arrest warrant for him for failing to appear on a charge of refusing to submit to arrest. When police arrested him on Elm Street, he tried to escape by running down the street in handcuffs, Rumsey said.

Olmo was charged with a laundry list of offenses including escape, possession of schedule W drugs (suboxone), unlawful trafficking of schedule W drugs (oxycodone), unlawful possession of synthetic hallucinogenic drugs (bath salts), possession of a firearm by a felon and theft by receiving stolen property. He was also charged with three counts of aggravated trafficking of schedule W drugs for his alleged involvement in four controlled buys of oxycodone observed by Waterville investigative detective Duane Cloutier over the last eight weeks.

When arrested, Olmo had 94 30-milligram oxycodone pills, Rumsey said, with a street value of more than $3,000, or about $35 per pill. Olmo also had two 8-milligram Suboxone pills, one Suboxone sublingual strip, half a gram of bath salts and a small amount of cash, Rumsey said.

Olmo was taken to the Kennebec County jail and held in lieu of $65,200 cash bail. He is scheduled for arraignment Nov. 14 in Kennebec County Superior Court.

According to Rumsey, Olmo has a significant criminal history in New York state, including convictions for the sale and possession of marijuana, four robberies, assault, theft and criminal possession of a weapon.

“We have been aware that he was in the area for about the last two months and that he was a person affiliated with a large amount of trade of oxycodone and cocaine in the city of Waterville,” he said.

Later, police saw Schall walking on Elm Street with the woman who lives in the School Street apartment, then saw him get into a car at the Big Apple convenience store. Police then arrested him and Longstaff, the car’s driver.

Rumsey said Schall was found to have a gram of crack cocaine and two 8-milligram suboxone pills. He was charged with two counts of unlawful possession of schedule W drugs, taken to the jail and held in lieu of $1,000 cash bail. He is scheduled to appear Dec. 4 in Waterville District Court.

Police also arrested Longstaff, but she suffered a seizure and was taken to the hospital for treatment.

During the arrest, Rumsey said, Longstaff was seen trying to hide a plastic bag in her bra. It was seized and found to contain 87 30-milligram oxycodone pills, worth around $3,000 on the street. Police also found an envelope containing 13 more 30-milligram oxycodone pills in her car, as well as large amounts of other prescription drugs, including Xanax and methadone.

Longstaff was charged with aggravated trafficking of scheduled drugs and three counts of unlawful possession of scheduled drugs.

While in custody at the Waterville police station, she suffered another seizure and had to be taken back to the hospital, Rumsey said. She was treated, released and summoned to appear Nov. 14 in Kennebec County Superior Court.

While searching the School Street apartment Friday afternoon, police found five stolen guns in a bedroom where they think Olmo was staying. The guns were stolen in a residential burglary in Winslow that was reported to Winslow police on Sept. 13, Rumsey said.

Police also found ammunition, drug paraphernalia and other substances that are being tested for identification, including crushed pills and a white powder.

While police were searching the apartment, Rumsey said, Gormley walked in. Gormley was out on bail after having been charged earlier with unlawful trafficking of schedule W drugs, so police had her undergo a drug test. They determined that she recently had ingested cocaine, so they arrested her on a charge of violating a condition of release.

She is being held at the county jail and has an arraignment date of Nov. 14 in Kennebec County Superior Court.

Rumsey said Friday’s activity is part of an ongoing investigation into drug trafficking in Waterville. “As we continue, it is possible that we could charge these people and others with more charges,” he said.

The investigation involves the Waterville, Fairfield and Oakland police departments and the Maine Drug Enforcement Agency.
