L.D. 4, “Resolve, Regarding Legislative Review of Chapter 675: Infrastructure Surcharge and Capital Reserve Accounts, a Major Substantive Rule of the Public Utilities Commission,” informational session. This emergency bill authorizes major, substantive rule changes by the Public Utilities Commission, affecting the ability of water utilities to make temporary infrastructure surcharges, and their requirements to maintain capital reserve accounts. L.D. 3, “Resolve Regarding Legislative Review of Portions of MaineCare Benefits Manual, Chapter III, Section 21: Home and Community Benefits for Adults with Intellectual Disabilities or Autistic Disorder, a Major Substantive Rule of the Department of Health and Human Services.” This emergency bill authorizes major, substantive changes to MaineCare benefits for adults with intellectual disabilities or autistic disorders. L.D. 15, “An Act to Amend the Authorized Hours during which Liquor May be Sold and Purchased.” This bill allows liquor license holders to sell or deliver liquor from 5 a.m. on any day until 1 a.m. the next day, except where sale of liquor is prohibited on Sundays.

L.D. 24, “An Act to Reduce the Number of Labels of Wine a Retailer Must Stock to Conduct a Wine Tasting.” This bill changes the number of wine labels an off -premise retail licensee has to stock to conduct taste testings from 125 to 45.

Thursday, 1 p.m., public hearing, Labor, Commerce, Research and Economic Development Committee, room 208, Cross Building:

L.D. 32, “An Act to Expand the Types of Vaccines That May Be Administered by Pharmacists.” This bill expands the ability of pharmacists to administer vaccines to adults, to include vaccines not reccomended by the U.S. Centers for Disease Control, provided such vaccines are prescribed as medically necessary.
