I wish I could say I am shocked by your series on the nonservice being undelivered by the new contractors for not providing rides to medical appointments.
That the federal government makes it easier to deliver paperwork, and promise the (supposed) actual work will be brought up to standard, than to deliver quality work and improve on paper is no surprise. All organizations are vulnerable to having the bureaucrats (aka Civil Service, Human Resources, etc.), who are supposed to be supporting the function by providing administrative support, end up running the organization to their own benefit.
Will this organization also be in charge of the new insurance program? If not, will the one in charge be any different?
